Introduction
The Housing Act 2004 received Royal Assent in November 2004, and when it is enforced will require that all those wishing to sell their homes shall have a completed Home Information Pack (HIP), before they or their estate agents advertise them for sale. The HIP will comprise the searches that are part of the current conveyancing process, evidence of title and other legal information plus an Energy Performance Certificate (EPC). The seller may also wish to include a Home Condition Report (HCR) in their HIP.

Mandatory introduction of the HIPs is expected to be phased in during the latter part of 2007.

Energy Performance Certificates
Leech Wildman Associates provide Energy Performance Certificates and Home Condition Reports.

The Energy Performance Certificate is intended to be available with the Estate Agents sales particulars and provides the following information:
An Energy Efficiency Rating, presented in a simple coloured bar chart form, similar to a ‘fridge rating’.
An Environmental Impact Rating, presented in a similar way.
An indication of the energy costs and carbon dioxide emissions of the home.
A series of recommended improvements.
An estimate of the cost and carbon dioxide emission savings which could be achieved if the recommendations were carried out.
An Energy Efficiency Rating and Environmental Impact Rating which could be achieved if the recommendations were carried out.

It is anticipated that buyers will begin to take the Energy Performance and Environmental Impact of their new home into account when they make their purchasing decision. In time it is expected that financial benefits will become available for homes with better ratings (council tax rebates etc…); and that improvement grants will be offered.

Home Condition Reports
Roy Wildman and our other experienced Inspectors have extensive experience of working with existing buildings of all types, and we are keen to provide fee proposals for EPCs and HCRs for more challenging homes. In particular we provide our services for large, old, listed and country houses; for instance those with timber frames, stone walls and thatched roofs. We can also provide Chartered Building Surveyors who can give more detailed advice on defects, remedial measures and likely costs.

Company Profile
We are a company of Chartered Surveyors and Licensed Home Inspectors based in Irthlingborough in Northamptonshire.

Steve Leech and Roy Wildman, the Directors, have combined experience of more than 45 years in the construction, maintenance and management of buildings. We offer a wealth of experience in the provision of Professional services, in particular in the areas of care, accuracy, ethical conduct, transparency, discretion, reliability, timeliness, respect and courtesy; all being especially important when dealing with the general public in their homes. The Directors take a hands-on roll with personal responsibility for our Licensed Home Inspectors and Domestic Energy Assessors.

Steve Leech is a Chartered Surveyor with extensive experience in the construction, alteration and maintenance of all building types including homes. He has worked for public and private clients, dealing with critical and confidential financial and contractual matters.

Roy Wildman is a Licensed Home Inspector with experience in the management and maintenance of occupied and void housing stock. He has been responsible for assessing condition and necessary repairs, and is especially experienced in serving the needs of home occupiers.

Our team includes three key Licensed Home Inspectors with extensive experience of maintenance and condition surveying in social and private housing (they are variously qualified FRICS, FCIOB and MIMBM). Each is able to lead a team of less experienced LHIs and DEAs.

In particular we provide our services in and around Northampton, Wellingborough, Rushden, Irthlingborough, Kettering, Thrapston, Towcester, Daventry, Hinkley, Lutterworth, Bedford, Leicester, Market Harborough, Milton Keynes, Cambridge, Huntingdon and St Neots.  We carefully select our Inspectors and Assessors using our extensive knowledge and experience in the field, and their suitability as representatives of a Professional Practice.

Other Information

We also offer advice and support to Registered Social Landlords, i.e. Local Authorities and Housing Associations, in advance of the implementation of Energy Performance Certificates in the social rented sector in October 2008.
